Unfunded Quality Demand

When they submit their Funding Requests to the Global Fund, countries also submit an extra list of "above allocation" interventions. While these programs are important, the country ultimately did not have enough funding in their allocation to budget for them. The above allocation activites are reviewed by the Technical Review Panel, or TRP, to ensure that they are strategically focused and technically sound, and are added to a register called the "Unfunded Quality Demand", or UQD. The activities in the UQD can be funded anytime that grants identify savings and efficiencies, or if new funding becomes available (such as through Portfolio Optimization, debt to health swaps, or from a private donor.
